Optimizing Emergency Shelter Selection in Earthquakes Using a Risk-Driven Large Group Decision-Making Support System

چکیده

This study presents a novel risk-based decision support system for helping disaster risk management planners select the best locations emergency shelters after an earthquake. The starts by identifying 18 criteria, based on stakeholder analysis, that are important selecting shelter sites. These criteria then standardized to reflect their importance in site selection process. Next, Large Group Decision-Making (LGDM) model is used determine weight of each criterion collective intelligence. Finally, Ordered Weighted Average (OWA) method assess suitability different geographical shelters, resulting map. factors were most significant distance from fault, population density, access green spaces, and building quality. area optimal sites region varied depending decision-maker’s attitude, ranging 4% extremely pessimistic scenario 28% optimistic scenario. combines Geographic Information Systems (GIS) LGDM help decision-makers identify under levels, which can contribute better-informed decision-making regarding resilience.
